Certification is usually treated as a final step before launch, but FCC, CE and UL requirements can quietly force enclosure, PCB and material changes that are far cheaper to make before tooling than after.
What each certification actually covers
FCC (US) mainly governs electromagnetic interference and radio emissions for anything with a wireless radio or fast digital clock.
